Baadhi ya wafanyabiashara waliokuwa  wamepakia mizigo yao ndani meli ya MV VICTORIA  iliyotarajiwa jana kuondoka  bandari ya  BUKOBA  kuelekea bandari ya  MWANZA wameandamana hadi ofisi ya mkuu wa wilaya ya BUKOBA kupinga hatua ya mamlaka ya uthibiti wa usafiri wa maji na nchi kavu (SUMATRA) ya kuzuia safari ya meli hiyo  isiendelee na safari.
Mamlaka hiyo imefikia uamzi wa kuzuia safari hiyo  baada ya kubaini matatizo ya kiufundi ya meli hiyo,  imedaiwa meli  hiyo iliyotoka  bandari ya MWANZA siku ya jumanne  na kufika bandari ya BUKOBA jumatano majira ya saa MOJA na NUSU asubuhi kuwa ilisafiri kwa kutumia  injini moja hali ambayo ni hatari kwa usalama wa abiria na mizigo.

Kufuatia hatua ya  SUMATRA ya  ya kuzuia safari ya meli hiyo baadhi ya wafanyabiashara  hasa waliokuwa wamepakia mizigo inayoharibika haraka ambayo ni pamoja na ndizi mbivu , maparachichi  na mazao mengine hapa wanalalamika kwa kuiomba serikali iwanusuru kwa kuiruhusu meli hiyo iendelee na safari ili waweze kuokoa sehemu bidhaa zao ambazo zimeanza kuharibika.

Meli hiyo inasadikiwa kuwa ni mbovu na inataka matengenezo makubwa, katika kipindi cha miezi MITATU imezimika mara TANO ikiwa ndani ya ziwa VICTORIA wakati ikiendelea n a safari zake.

SERIKALI YATAFUTA SOKO LA UTALII UAE - PINDA




WAZIRI MKUU Mizengo Pinda amesema Serikali imeamua kutafuta soko la utalii kutoka nchi za Ghuba na Mashariki ya Kati ili kuongeza idadi ya watalii nchini na kukuza pato la Taifa kupitia sekta hiyo.

Ametoa kauli hiyo leo mchana (Jumatano, Desemba 17, 2014) wakati akizungmuza an waandishi wa habari mara baada ya kufungua Kongamano la siku mbili la Utalii na Uwekezaji lilionza leo kwenye hoteli ya Le Meridien, jijini Dubai, Falme za Kiarabu.

“Tunao mkakati wa kukuza utalii nchini lakini wengi wameskuwa wakitoka Ulaya na Marekani. Eneo ambalo tumeona tuwekeze kwa nguvu kwa maana ya kuongeza idaidi ya watalii ni hili la nchi za ghuba na Mashariki ya Kati,” alisema.

Waziri Mkuu alisema kimahusiano Tanzania iko karibu na nchi hizi za ghuba lakini pia wanao uwezo wa kifedha wa kuwekeza kwenye maeneo mbalimbali ya utalii. “Amani ya nchi yetu ni kivutio kingine kikubwa cha uwekezaji, sisi tuko tayari kuwasaidia wafike huko tunakotaka,” alisema.

Alitoa wito kwa makampuni yanayotaka kuwekeza nchini yaangalie fursa zilizopo kwenye ujenzi wa hoteli za kawaida, hoteli za mahema (tented camps) na hoteli zenye kutoa huduma za vyakula (special cuisine restaurant).

Hata hivyo, aliwataka wawekezaji watakaokuja wafanye juhudi ya kushirikiana na Watanzania wazawa ili nao wajione ni sehemu ya uwekezaji huo.

Mapema, akifungua mkutano huo, Waziri Mkuu alisema katika kipindi cha miaka mitano, Tanzania imeweza kuongeza idaidi ya watalii kutoka 714,367 mwaka 2009 hadi kufikia watalii 1,095,884 kwa mwaka 2013.

“Kiwango cha mapato ya watalii hao kiliongezeka kutoka dola za Marekani bilioni 1.2 hadi kufikia dola za Marekani bilioni 1.8 katika kipindi hicho hicho cha miaka mitano,” alisema na kuongeza kuwa sekta hiyo inaajiri watu zaidi ya 400,000 kuchangia asilimia 17 kwenye pato la Taifa.

Naye Waziri wa Maliasili na Utalii, Bw. Lazaro Nyalandu akizungumza na washiriki wa kongamano hilo kabla ya kumkaribisha Waziri Mkuu alisema Tanzania ni nchi ya pili duniani kwa kuhifadhi rasilmali zake na kuzitumia kwa utalii. “Nchi inayoongoza duniani ni Brazil,” alisema.

Akiainisha fursa za uwekezaji zilizopo Tanzania, Kaimu Mkurugenzi Mtendaji wa Bodi ya Utalii nchini (TTB), Bi. Devothe Mdachi alisema Tanzania ina fursa nyingi za uwekezaji kupitia sekta ya utalii zikiwemo uendelezaji wa fukwe, michezo ya majini na utalii wa mikutano (conference tourism).

“Kwenye kumbi za mikutano, Tanzania inahitaji kumbi kubwa zenye uwezo wa kuchukua watu kati ya 5,000 na 10,000 na hasa kwenye miji mikubwa kama Arusha, Dar es Salaam na Mwanza,” alisema.

Naye Mkurugenzi wa Kituo cha Uwekezaji nchini (TIC), Bibi Julieth Kairuki aliwaeleza washiriki wa kongamano hilo kwamba utalii una fursa kubwa ya uwekezaji kama ilivyo kwenye sekta nyingine za madini na uchumbaji gesi.

“Uwekezaji hivi sasa umepanuka, na soko la utalii nchini Tanzania ni fursa kubwa sana ya kuwekeza. Tunawasihi watu wenye mitaji mikubwa waangalie fursa hiyo na kuichangamkia kama njia mojawapo ya kuwekeza nchini Tanzania,” alisema.

JESHI LA POLISI KAGERA LATAWANYA MAANDAMANO YA WAFUASI WA CHADEMA

Jeshi la polisi mkoani KAGERA limelazimika kutumia mabomu ya machozi kuwatawanya wafuasi wa Chama Cha Demokrasia na Maendeleo (CHADEMA)  waliofanya maandamamo yasiyokuwa na kibali  kufuatia ushindi mkubwa ambao chama hicho kimeupata katika manispaa ya BUKOBA.

Maandamamo hayo yalikuwa yameanzia  katika kata ya KASHAI kubwa kuliko zote katika manispaa ya BUKOBA ambayo chama hicho  kimeshinda mitaa yote TISA yalikuwa yakielekea kwenye uwanja wa michezo wa KAITABA.

Kufutia hatua ya jeshi la polisi ya kuzuia maandamano hayo, JUSTINIAN EVODIUS, katibu wa baraza la vijana la CHADEMA anaeleza namna jeshi la polisi ambavyo halikuwatendea na jambo lililowapelekea wanachama wa chama hicho kuandamana,  naye HENRY MWAIBAMBE ni kamanda wa jeshi la polisi mkoani KAGERA anayetoa onyo kwa  yoyote atakayefanya maamdamano bila kibali.

BARBRO JOHANSSON BOARD OF TRUSTEES PUBLIC STATEMENT REGARDING MR. JAMES RUGEMALIRA’S SCHOOL DONATION OF TZS 1,617,100,000/- (USD 1 MILLION)*.


1. Board of Trustees: This public statement is hereby provided by the Board of Trustees of Barbro Johansson Girls’ Education Trust (hereafter JOHA TRUST) due to the controversy and misinformation that has arisen regarding our acceptance of a school donation to the tune of Shillings One billion six hundred seventeen thousand and one hundred thousand (TZS 1,617,100,000/=) (US$ 1 million ) from Mr. James Rugemalira of VIP Engineering and Marketing Limited (hereafter VIP). VIP was until recently the minority shareholder of Independent Power Tanzania Limited (hereafter IPTL), a company at the centre of the current controversy on the Tegeta Escrow Account.

2. Objectives of Joha Trust and its Founder: The organization was founded in 1996 by women rights activists with the objective of developing and improving girls’ access to quality education in Tanzania. JOHA TRUST provides scholarships for economically disadvantaged but talented girls to study in the good quality education secondary schools it owns and operates. The Founding Trustee and leader is Honourable Professor Anna Tibaijuka who is also Minister for Lands, Housing and Human Settlements Development of the United Republic of Tanzania. She is also a retired UN Under Secretary General and former Executive Director of UN-HABITAT.

3. Why Barbro Johansson Trust? The organization is named in honour and memory of the late Dr. Mama Barbro Johansson (1912-1999). She had arrived in Tanzania in 1946 from Sweden as a missionary to start a girls’ middle school at Kashasha, in Bukoba. In 1954, she joined Mwalimu Julius Nyerere in the struggle for independence and later became a Tanzanian citizen and legislator (Member of Parliament). Due to deteriorating discipline at Tabora Girls, then the only girls’ high school in the country, in 1964, Mwalimu Nyerere requested Honourable Mama Barbro Johansson to volunteer and become the Headmistress of the School to save it from closure.


Mama Barbro accepted the challenge and managed to turn things around quite remarkably. In 1967, Tabora Girls won the much coveted UNESCO prize for best education practice. It was Mama Barbro who introduced the legendary Adult Education Programme in Tanzania literally wiping out much spread illiteracy in the 1960s and 1970s. She also introduced the Founding President Mwalimu Nyerere to the Nordic countries paving way for the pioneer development projects they supported, namely, Kibaha Education Centre near Dar es Salaam and Uyole Agricultural Development Centre in Mbeya region.

4. JOHA TRUST Schools’ Profile: The Trust owns and operates two high standard girls’ boarding secondary schools. One is Barbro Johansson Model Girls secondary school located in Dar es Salaam. It stared in year 2000 with 40 students who have since increased to 632. It runs from Form I up to Form VI. The other is Kajumulo Girls’ High School in Bukoba Municipality, Kagera region catering for the Lake Zone. It started in 2010 with 31 students who have increased to 151, including Forms I, V and VI. The two schools have 783 girls in total, all borders. The cumulative total number of graduates is 1,512 and all but 5 passed their exams and proceeded onto University studies both inside and outside Tanzania. So far, the scholarship fund has been able to support a total of 453 students or about 30% of the total. Barbro Girls Secondary School is among the top performers in the country, ranking among the top 10 in 2010 and on average is among the top 50 schools. This good ranking is attained despite its distinct policy of not discontinuing students unable to attain the academic grade. Our philosophy has always been to educate and inspire students to be confident, disciplined and work smartly hard according to the best of their God given abilities. Our strategy is to help each student develop to her full potential by providing a conducive environment for education. Under such a policy teachers have to work extra hard.

5. The Budget and Sources of Funds: Since inception (year 2000) a total of TZS 32,267,000,000/= (about US$ 21,111,333) has been spent on construction, establishment and operation of JOHA TRUST. Thirty seven percent (37%) of the funds was from parents fees and contributions; 35% from foreign donors; 7% local sponsorship and 21% is Bank loans. Like many other educational institutions in Tanzania, JOHA TRUST has considerable financial challenges. Specifically the approved School Master Plans is yet to be completed at both campuses. Contrary to widespread perception and belief that Barbro Schools are a business run commercially for profit, the opposite is true. There is a huge financial deficit and the school is dependent on subsidies provided by donors or from loans taken when absolutely necessary. Providing quality education requires considerable financial resources. Subsidies and other donations are needed to compliment the affordable fees paid by parents, each according to ability. The schools operate on the principle of assessed fees, parents paying what they can afford after confirmation of their ability by a committee. For full board, lodging plus all other basic needs the annual fees are TZS 4,500,000 (US$ 3,000) and TZS 2,500,000 (US$ 1,670) at BARBRO and KAJUMULO respectively. There are those who pay full fees and those who are fully supported. Without such measures it would be impossible to maintain the kind of education standards offered at the JOHA TRUST schools. The
Swedish International Development Agency (SIDA) has been the main donor and provided assistance for the first ten years (2002-2012). An evaluation report commissioned by SIDA concluded that JOHA TRUST had successfully established itself but required a resource mobilization strategy for its sustainability.

6. The Local Fund Raising Campaign: In view of SIDA’s recommendation, the Board requested the Founding Trustee (Professor Anna Tibaijuka) who is also the main fundraiser of JOHA TRUST to approach a number of prominent local businesses to support our cause. Mr. and Mrs. James Rugemalira were among those approached through a letter dated April 4th 2012 addressed to their Mabibo Beer Wine and Spirits Limited trading company. After nearly 2 years of waiting, Mr Rugemalira finally responded in February 2014. Without indicating the amount of the grant, Mr Rugemalira informed the Founding Trustee that he was in a position to make a contribution for the school. Mr. Rugemalira instructed the Founding Trustee to open a bank account at his Mkombozi Bank since he had no time to make interbank transfers. He would then credit his grant into the account she opened which she would thereafter credit to the appropriate school bank account. Mr. Rugemalira suggested that his grant could be used to settle any loans that the school might have undertaken. He was concerned that many schools in Tanzania were closing down because of financial constraints aggravated by failure to service expensive bank loans.

7. Receipt of the Donation: The Founding Trustee opened the account at Mkombozi Bank on February 3rd, 2014. The school donation of TZS 1,617,100,000/= (US$ 1 million) was credited into her account on behalf of the school on February 12th, 2014 from VIP.
8. The Board’s Decision on Utilization: On February 13th 2014, the Board held an extraordinary meeting to receive a report on the generous donation from Mr. Rugemalira of VIP. The Board unanimously accepted the donation and decided that it should be spent on repaying the school loan at Bank M. The Founding Trustee was instructed to immediately transfer the donation from her account at Mkombozi Bank to Bank M so as to liquidate the loan. This explains why the donation was transferred so swiftly to Bank M, disproving allegations made (e.g. in Parliament) that the donation had been cashed out for her own gain.

9. Loan Settlement and Outstanding Obligations: In July 2011, JOHA TRUST had taken a Fixed Term Mortgage Loan Facility from Bank M amounting to TZS 2,000,000,000/-(US$ 1,333,333) for the construction of a dormitory with a capacity for 163 students.. By the time the loan was totally liquidated on April 19th, 2014 the principal, interest and other bank charges had accumulated to TZS 2,741,374,444/= (US$ 1,827,583). This was financed as follows: Schools’ own resources TZS 950,000,000/ plus donation from Mr. Rugemalira TZS 1,617,100,000/-. This works out to an outstanding debt of TZS 174,274,444/- in favour of the Founding Trustee who is the personal guarantor of the loan. In the course of the loan’s history, the Founding Trustee had advanced TZS 291,374,444/- being cumulative monthly interest charges to service the school loan at Bank M. The Board decided to repay her TZS 117,100,000-/ out of her claim which she
in turn decided to retain at her Mkombozi Bank account. These details are being given to counter accusations being made against her namely, the accusation that the Founding Trustee used part of the donation for her own individual use. This is not only FALSE but also completely misrepresenting the facts. The truth of the matter is that JOHA TRUST still owes her TZS 174,374,444/- (US$ 116,000) on that account which shall be repaid when resources allow.
10. Sustainable Financing of Private School Operations: It needs to be recognized that in her own right, the Founding Trustee is also a sponsor and guarantor of JOHA TRUST financing as and when emergency needs arise through her own private resources. From the outset, one of the school’s official policy is that any Trustee in a position to do so can provide financial support to the school as a loan which is repaid when JOH A TRUST’s own financing improves. Donors are requested to consider refunding such loans. For example, SIDA authorized that part of its grant be used to repay a loan that had been advanced to start the school between the years 2000 and 2003. Without such dedication and commitment on the part of Trustees, it would have been difficult to run school operations smoothly. As Trustees, we are champions of the JOHA TRUST mission, willing to sacrifice as much as we can to ensure its success and sustainability. Some people have difficulties understanding and appreciating such high level of commitment and tend to confuse it with personal gain! We believe that unless more leaders adopt the positive attitude of self sacrifice and voluntarism, it will be difficult to develop local community based grassroots organizations such as schools which are so critical for the country’s development. In this regard, it is noteworthy to mention that by National Examination Council Statistics, between 2012 and 2013, 136 secondary schools and 71 high schools closed down because of lack of sufficient funds and probably champions and volunteers to keep them going through hard times.
11. The VIP Engineering Contribution was received in good faith: In the absence of a law to guide and regulate voluntary donations, JOHA TRUST, like many other NGOs in Tanzania, does not maintain a policy of questioning the actual source of funds by those making donations be them local or foreign. It has been our custom to receive donations in good faith, be them large or small, cash or in kind. We also know this to be common practice in Tanzania for leaders as well as the general public that collects contributions for development and social events including weddings. The only thing checked and confirmed to us by Mkombozi Bank was that Mr. Rugemalira had met his tax obligations. Accordingly, we happily received his donation. On 16th February, 2014 we wrote Mr. Rugemalira a letter of commendation inviting him to be our guest of honour at the next school Open Day on 25th September, 2014. We had planned to announce his generous donation to the parents with a lot of celebration had it not been for the eruption of the current controversy.

12. Donations received by Trustees cannot be personal gifts. Since it was founded, JOHA TRUST has never interpreted a donation given to a Trustee on its behalf as a personal gift to that Trustee. We are aware that the Leadership Code of Ethics Act provides that any gift whose value is more than TZS 50,000/= (US$ 33) must be surrendered by the receiving official to his employer. There
are those who maintain that the Founding Trustee violated the Act by not surrendering the Rugemalira donation to the Government. Others contend that she should have used the donation to support local schools in her rural constituency of Muleba South where she is a Member of Parliament. With due respect, both arguments are wrong. Mr. Rugemalira’s donation was only for JOHA TRUST schools and it was promptly delivered to the Board, the rightful owner. Actually, it would have been unethical for the Founding Trustee to divert a school donation to other purposes. We therefore reaffirm that the JOHA TRUST Board did receive the entire donation given by Mr. Rugemalira, and decided to use it for school obligations as per donor intention. Any course of action contrary to that would have been gross violation of the ethics code.

13. A Call for Official Investigation: On November 28th, 2014, we closely followed the Parliamentary debate before the breakout of chaos and subsequent adjournment of the session by the Speaker. During that session, we noted the decision by Parliament was for the relevant authorities to investigate the justification for Mr. Rugemalira’s so called mgao (“handouts”) in order to fully establish the truth and any probable wrongdoing in which case appropriate measures would be taken. Regrettably, the situation drastically changed the next day when a drafting committee came with totally different resolutions including one recommending to relieve our Founding Trustee of her Ministerial position simply because she had successfully raised a donation for a school. At a special Board meeting held on 2nd December, 2014 in Dar es Salaam to discuss this matter, the Board unanimously decided to air our views and humble opinion that we did not comprehend the logic behind such a drastic decision before a proper investigation is conducted for each case. Generalizations are unfair and will set very bad precedents. Isn’t it common practice for Government and other leaders in Tanzania to organize fund raising events especially for activities in the distant countryside for which cash collections are made and large sums of money given to the leader to deliver to the beneficiaries? It would be an unfortunate precedent to interpret donations received by public officials for onward transmission to their respective constituencies and stakeholders as their personal gifts. It would make mobilization of voluntary contributions for development more difficult thereby slowing down the country’s economic growth. Indeed, this notion has really baffled us who volunteer and dedicate our energy and time to help promote the often demanding development projects such as education. We also believe it would be wrong to punish people selectively for something that is common practice. It would dampen the efforts and spirit of our Trustees and many other leaders who struggle to mobilize resources for the development of various projects in education, health, youth, water, the disabled, orphans, street kids, the elderly, widows etc. Of itself this would erode the spirit of fund raising and resource mobilization that has been gaining momentum in Tanzania. It is for this reason that we have clarified at length these issues and concerns to the general public and our stakeholders. It is our hope that His Excellency the President will also assess this matter with wisdom and care in view of its far reaching implications. We are ready to provide additional clarification and/or answer any further questions on this matter.


14. Appreciation to our Sponsors: In the 15 years of our active existence (2000-2014), JOHA TRUST has received a total of TZS 13,591,797,582/= (US$ 9,061,198) in grants from various donors. The biggest foreign contributor is SIDA which gave a total TZS 8,155,390,703/- (US$ 5,436,92 ) equivalent to 60% of the total contribution received. It was followed by JOHA TRUST Sweden’s contribution of TZS 1,785,000,000/= (US$ 1,190,000) equivalent to 13.11% of the total contribution. In the year 2000, the Government of Tanzania under the retired President Benjamin Mkapa donated 50 acres of land for construction of the Barbro Johansson School in Dar es Salaam. In 2005 before leaving office, former President Benjamin Mkapa donated TZS 5,000,000/- when he came as guest of honour to check the school’s progress. At the 2013 Form 4 graduation ceremony, Dr. Reginald Mengi Chairman of the IPP Group was guest of honor and contributed TShs 278,000,000/-(US$ 185,333 ). What Mr. Rugemalira has done is similar to these earlier supporters. Until it is proved that his funds were illicit, he too should be commended for his generosity. In this regard, we do take this opportunity to once again sincerely thank all our supporters both foreign and local for their donations. We promise to increase our efforts in furthering girls education in our country. We believe by educating girls we are educating the entire Tanzanian community.

15. NOTE TO PARENTS: As it was explained on September 25th, 2014 during the Form 4 graduation ceremony, it is very important and necessary for parents and/or guardians to fully understand the issue at hand and its dynamics to avoid being misled by political propaganda directed against our Founding Trustee by her detractors. Despite the current turmoil, we have not given up our efforts to ensure we improve both capacity and capability to offer quality education for girls in Tanzania. We take this opportunity to assure parents worried about the sponsorship of their daughters’ education that we shall strive to honour our commitments. Currently there are 83 girls studying under sponsorship at the BARBRO school and 30 at KAJUMULO school respectively. We do guarantee the 113 girls who make up a total of 14% of all the 783 girls not to worry at all but to continue working hard at their studies. We also use this opportunity to urge anyone convinced by our mission, our work and achievement to come forward and support our efforts in improving girls’ education in Tanzania. Let us continue to collaborate together in upbringing our girls with quality education. As the Founding Father of the Nation, Mwalimu Nyerere always said “ TO GIVE UP IN TIMES OF TROUBLE IS CARDINAL SIN”

TAARIFA YA BODI YA WADHAMINI WA JOHA TRUST KWA WAZAZI NA UMMA KUHUSU MCHANGO WA SHS BILIONI 1.617 KUTOKA KWA BW. JAMES RUGEMALIRA WA TAREHE 12 FEBRUARI, 2014


1. Bodi ya Wadhamini ya Shirika la Barbro Johansson Girls’ Education Trust (JOHA TRUST au BARBRO) inatoa taarifa hii kutokana na utata uliojitokeza kuhusu mchango wa Shs bilioni moja milioni mia sita kumi na saba na lhaki moja (Shs 1,617,100,0000/- ) tulioupokea kutoka kwa Bw James Rugemalira wa VIP Engineering and Marketing Limited.

2. Mwanzilishi wa Shirika na Malengo yake: Bodi ya Wadhamini BARBRO inachukua nafasi hii kufafanua kwamba kiongozi wa Waanzilishi wa asasi yetu ni Mhe Profesa Anna Tibaijuka ambaye pia ni Waziri wa Ardhi, Nyumba na Maendeleo ya Makazi. Malengo na madhumuni ya taasisi ya JOHA TRUST ni kuendeleza elimu kwa mtoto wa kike kwa kuwafadhili wasichana wenye vipaji lakini watokao katika familia za kipato kidogo kusoma katika shule bora inazoziendesha.

3. Jina la taasisi ya JOHA TRUST linatokana na uamuzi wa wanawake waanzilishi kumpa heshima Hayati Dr. Mama Barbro Johansson (1912-1999) aliyewasili kutoka Sweden mwaka 1946 kama mmisionari na kuanzisha shule ya wasichana ya kati hapo Kashasha Bukoba. Mwaka 1954 alijiunga na Mwalimu Nyerere kupigania uhuru na baadaye kuwa raia wa Tanzania na Mbunge. Mwaka 1964 aliombwa na Mwalimu Nyerere kujitolea kuwa Mwalimu Mkuu wa sekondari ya juu (High School) pekee ya wasichana ya Tabora Girls iliyokuwa imekumbwa na utovu wa nidhamu na kutaka kufungwa. Mama Barbro akafanikiwa sana kuigeuza shule hiyo kiasi kwamba ilipata nishani ya UNESCO mwaka 1967. Mama Barbro ndiye alianzisha elimu ya watu wazima nchini na pia ndiye alimuunganisha Mwalimu Nyerere na wahisani kutoka nchi za Nordic ambazo zilianza ufadhili wake katika Kituo cha Elimu Kibaha na Kituo cha Kilimo, Uyole, Mbeya.


4. Shule za JOHA TRUST na Sura yake: Shirika linamiliki na kuendesha Sekondari mbili nchini. Kwanza ni Sekondari Bingwa ya Barbro iliyopo jijini Dar es Salaam. Ilianzishwa mwaka 2000 ikiwa na wasichana 40 na hivi sasa wapo 632 wote wa bweni katika kidato cha 1 hadi 6. Pili ni Kajumulo Girls’ High School iliyopo Manispaa ya Bukoba. Ilianzishwa mwaka 2010 ikiwa na wasichana 31 na hivi sasa wapo 151 katika kidato cha 1, 5 na 6. Jumla shule hizi zina wanafunzi 783 na waliomaliza ni 1,512. Wote isipokuwa 5 walifaulu mitihani na kujiunga na elimu ya juu katika vyuo vikuu mbali mbali ndani na nje ya nchi. Kwa kulingana na uwezo wa mfuko wa ufadhili, wasichana 453 sawa na asilimia 30% ya wanafunzi wamesaidiwa karo. Shule ya Barbro imekuwa miongoni mwa shule kumi bora Tanzania (2010) na kwa wastani inakuwa kati ya shule 50 bora katika mitihani ya taifa. Itambulike kwamba mafanikio haya yanapatikana pamoja na shule kuwa na sera ya kutowafukuza wanafunzi kwa misingi ya ufaulu wa mitihani ili mradi wawe na nidhamu. Falsafa yetu ni kuwahimiza wanafunzi kuweka bidii kadri ya uwezo wao, kujithamini na kujiamini katika maeneo wanayofanya vizuri. Kipa umbele chetu ni maendeleo ya mwanafunzi mmoja mmoja kwanza na sifa kwa shule baadaye. Katika hali hii walimu hawana budi kufanya kazi ya ziada.

5. Gharama za Uendeshaji na vyanzo vyake: Tangu ianzishwe JOHA TRUST imetumia gharama ya Shs bilioni thelathini na mbili (Shs 32,267,000,000/-) ambazo zimetokana na karo na michango ya wazazi asilimia 37%; wafadhili wa nje asilimia 35%, wafadhili wa ndani asilimia 7% na mikopo asilimia 21%. Kama taasisi nyingi zinazotoa elimu, JOHA TRUST inakabiliwa na uhaba wa fedha na ujenzi bado kukamilika. Shule inatoa huduma ya elimu bora na haifanyi biashara kama wengi wasioelewa wanavyofikiri. Bila ruzuku na misaada viwango vyake vya juu haviwezekani. Shirika la misaada la Sweden (SIDA ) ambalo limekuwa mfadhili mkubwa limekamilisha ahadi yake ya ufadhili wa miaka 10 (2002-2012) lililopanga kwamba ingelitosha kusimika taasisi ya JOHA TRUST na kuitaka ijitegemee. Hata hivyo SIDA imeacha utekelezaji wa Master Plan ya BARBRO ya mwaka 2004 bado kukamilika. Jambo hili limekuwa changamoto kubwa kwa Bodi kwa sababu katika Master Plan SIDA ilipandisha viwango vya majengo kuwa juu kulingana na sifa na hadhi ya Mama Barbro. Ikihitimisha ufadhili huo, SIDA ilihimiza Bodi kuhamasisha michango ya ndani ili kujenga uendelevu na kukamilisha ujenzi wa Master Plan hiyo.

6. Maombi ya Ufadhili: Kwa kuzingatia ushauri huo wa SIDA, mwaka 2012 Bodi ilimtaka Mwanzilishi (ProfesaTibaijuka) ambaye pia ni Mtafuta Fedha (Fund Raiser) wa JOHA TRUST kuwaomba baadhi ya wafanyabiashara mashuhuri nchini kuunga mkono shughuli za asasi yetu kwa michango. Bwana na Bibi James Rugemalira ni miongoni mwa wafanyabiashara walioombwa mchango huo kwa barua ya tarehe 4 Aprili 2012 kupitia kampuni yao ya Mabibo Beer Wines and Spirits Limited. Hatimaye mapema Februari 2014, bila kutaja ni kiasi gani, Bw. Rugemalira alimjulisha Mwanzilishi kwamba yuko tayari kufanya mchango ulioombwa na kumwagiza kwamba sharti ni yeye Mwanzilishi kufungua account hapo Mkombozi Benki kuupokea mchango huo na kuchukua jukumu la kuufikisha shuleni na kuhakikisha unatumika kama ilivyokusudiwa. Bw Rugemalira alieleza hakutaka kuhangaika kuhamisha fedha kwenda benki nyingine ambapo tayari kulikuwa na akaunti za shule.


7. Mchango wa VIP ulivyopokelewa: Kama alivyotakiwa, Mwanzilishi alifungua account hiyo hapo Benki ya Mkombozi tarehe 3 Februari, 2014 na kuupokea mchango huo wa jumla ya bilioni moja, milioni mia sita kumi na saba na lhaki moja (Shs 1,617,100,000/=) kwa niaba ya shule tarehe 12 Februari, 2014 kutoka kwa kampuni ya VIP Engineering and Marketing.

8. Maamuzi ya Bodi: Bodi ya Wadhamini BARBRO ilikaa katika kikao maalum tarehe 13 Februari, 2014 kupokea taarifa ya mchango huo mkubwa kutoka kwa Bw. Rugemalira kupitia kampuni yake ya VIP Engineering. Bodi iliukubali na kuamua mchango huo utumike kulipa sehemu ya deni la shule hapo Bank M ambalo lilikuwa changamoto kubwa. Kwa hiyo Mwanzilishi aliagizwa na Bodi kuhamisha fedha hizo kutoka akaunti yake ya Mkombozi kwenda akaunti ya Bank M kulipia mkopo huo. Hii inafafanua kwa nini fedha zilihama kwa haraka kutoka Benki ya Mkombozi kwenda Bank M kwa wale wanaohoji suala hili.
9. Ulipaji wa Deni na Madai yaliyobakia: Ili kutekeleza Master Plan, Julai 2011 JOHA TRUST ilikuwa imechukua mkopo wa Shs bilioni mbili (Shs 2,000,000,000/-) hapo Bank M kwa ajili ya ujenzi wa bweni kubwa lenye uwezo wa vitanda 163. Hadi kufikia tarehe 19/04/2014 mkopo huo ulipolipwa wote, deni hilo lilikuwa limezaa riba na gharama nyingine na kuongezeka hadi kufikia takriban jumla ya Shs bilioni mbili, milioni mia saba arobaini na moja, lhaki tatu sabini na nne elfu, mia nne arobaini na nne (Shs 2,741,374,444/-). Kwa hiyo, pamoja na ukubwa wa mchango wa Bw Rugemalira bado umelipia sehemu ya deni hilo tu. Sehemu nyingine iliyobaki (Shs 1,124,274,444/-) imelipwa kutoka vyanzo vingine vya mapato ikiwemo mkopo wa milioni mia mbili tisini na moja, lhaki tatu sabini na nne, mia nne arobaini na nne (Shs 291,374,444/-) zilizotolewa na Mwanzilishi kulipa riba ya kila mwezi wakati wa uhai wa mkopo huo. Ilikuwa maamuzi ya Bodi kupunguza madai hayo ya Mwanzilishi kutoka takriban Shs milioni 291 na kubakia takriban Shs milioni 174 . Kwa hiyo fedha zote alizozitoa Bw Rugemalira za Shs 1.617,100,000/- zilitumika kulipa mkopo na wala hazikutosha. Katika hali hiyo, hisia na madai yanayotolewa kwamba Mwanzilishi alijinufaisha na fedha hizo SI KWELI. Isingewezekana.

10. Ufadhili Endelevu wa Shule: Itambulike kwamba hata kwa nafasi yake Mwanzilishi ni mfadhili na mdhamini mkubwa wa JOHA TRUST kwa fedha zake binafsi. Bodi ilimwomba awe analikopesha shirika letu na wafadhili wakipatikana tunamrejeshea fedha zake polepole. Kwa mfano SIDA iliwahi kuridhia kwamba sehemu ya msaada wake utumike kurejesha mkopo uliotolewa na Mwanzilishi wakati wa kuanzisha shule kati ya mwaka 2000 hadi 2003.
11. Mchango wa VIP ulipokelewa kwa nia Njema. Shirika halina utaratibu kuwahoji wafadhili wetu wa ndani au nje kwanza kuthibitisha chanzo cha fedha zao wanazotuchangia. Misaada na michango, iwe mikubwa au midogo, yote imekuwa ikipokelewa kwa nia njema tukiamini pia inatolewa kwa nia njema. Tunaamini hivi pia ndivyo ilivyo kwa asasi nyingine nchini na jamii kwa ujumla kwa mfano michango ya maendeleo na hata harusi na shughuli nyingine kama hizo. Kwa kuwa tulihakikishiwa na Benki ya Mkombozi kwamba fedha za Bw Rugemalira zilikuwa zimelipiwa kodi, tulipokea mchango wake kwa furaha bila wasi wasi wowote.


12. Michango ya kuendeleza shule siyo zawadi binafsi kwa viongozi wake: Tunatambua kuwa sheria ya Maadili ya viongozi huwataka kuwasilisha zawadi zote zinazozidi Shs elfu hamsini (Shs50,000/-) kwa mwajiri wao. Kuna wanaodai Mwanzilishi amekiuka maadili kwa kutouwasilisha mchango huo Serikalini. Pia kuna wanaohoji kwa nini mchango mkubwa huo haukwenda kwenye jimbo lake la uchaguzi (Muleba Kusini) ili kuendeleza shule za Kata. Wote wanakosea. Mchango ulitolewa kwa shule ya JOHA TRUST na Mwanzilishi alipoufikisha kwetu tuliupokea na kuutumia kama ilivyokusudiwa kwa shughuli za maendeleo ya shule na kumwendeleza mtoto wa kike. Kufanya vinginevyo ndiko kungelikuwa kukiuka maadili.

13. Umuhimu wa Uchunguzi: Kupitia luninga tulifuatilia mjadala Bungeni Dodoma jioni ya Ijumaa tarehe 28, Novemba, 2014 kabla ya kikao hicho kuvurugika. Tulishuhudia jinsi Bunge zima lilivyoazimia kwamba vyombo vya uchunguzi vifanye kazi yake kuhusu waliopata “mgao” ili kuondoa mashaka na taarifa kamili zipatikane ili pale penye makosa hatua stahiki kuchukuliwa. Kwa hiyo, katika kikao cha Bodi cha tarehe 2 Desemba, 2014, kilichoitishwa rasmi kujadili jambo hili, kwa kauli moja tunatamka kwamba hatuamini kabisa na tunashindwa kuelewa kwa nini Mwanzilishi wetu atakiwe kuwajibishwa nafasi yake Serikalini kwa kuwa tu alipokea mchango wa shule kwa niaba yetu. Jambo hili litatuchanganya na kutukatisha tama sisi wananchi wa kawaida tunaojitolea kutekeleza shughuli mbali mbali za maendeleo hususan elimu. Tunaamini hatua hiyo pia itafifisha juhudi za viongozi wengine wengi wanaohangaika kuhamasisha michango ya shughuli mbali mbali za maendeleo ikiwemo elimu, afya, maji, vijana, walemavu, watoto yatima, watoto wanaoishi kwenye mazingira hatarishi, wazee, wajane, n.k. katika taifa letu changa. Tunaomba Mhe Rais alione jambo hili. Ikiwa michango ya maendeleo inayopokelewa na viongozi kwa niaba ya wadau wao itatafsiriwa kama zawadi zao binafsi kuna hatari kuzorotesha “harambee” za maendeleo. Tunaamini ufafanuzi huu utatosha kuondoa utata katika suala hili ili umma na viongozi wa ngazi za juu wapate ukweli juu ya jambo hili na ushiriki wetu. Bodi yetu iko tayari kujibu maswali yoyote yanayoweza kuulizwa ili kuondoa utata huu kabisa.

14. Shukrani kwa Wafadhili: Katika miaka 15 ya uwepo wa taasisi yetu (2000 -2014) , JOHA TRUST imepokea michango jumla ya Shs bilioni 13.59 kutoka kwa wafadhili mbalimbali. Wafadhili wakubwa wa nje ni SIDA ambayo imetoa jumla ya Shs bilioni 8. 15 sawa na asilimia 60% na JOHA TRUST Sweden Shs bilioni 1.79 sawa na asilimia 13.11%. Mwaka 2000 Serikali ya Tanzania chini ya Mhe Rais mstaafu Benjamin Mkapa ilitoa ardhi ekari 50 kujenga shule ya Barbro jijini Dar es Salaam. Mwaka 2005 kabla ya kuondoka madarakani Rais Mkapa alikuja kama mgeni rasmi kwenye mahafali ya kidato cha nne kukagua maendeleo yetu, akaridhika na kuchangia Shs milioni tano (Shs 5,000,000/-). Kwa wahisani wa ndani ya nchi Dr. Reginald Mengi Mwenyekiti wa IPP amechangia jumla ya Shs milioni 278 mwaka 2013 alipokuwa mgeni rasmi kwenye mahafali ya kidato cha nne. Kwa hiyo alichofanya Bw James Rugemalira ni sawa sawa na wahisani wengine waliotuunga mkono. Tunawashukuru wafadhili wetu wote wa ndani na nje ya nchi kwa michango yao na tunawaahidi kuongeza juhudi zetu za kumwelimisha mtoto wa kike na kwa kufanya hivyo jamii nzima ya Watanzania.


15. Ujumbe kwa Wazazi: Kama ilivyofafanuliwa tarehe 25 Septemba, 2014 katika mahafali ya kidato cha nne, ni muhimu kwa wazazi na walezi kuyaelewa vizuri yaliyojiri katika suala hili kuepuka upotoshwaji unaotokana na sababu za kisiasa dhidi ya Mwanzilishi wetu. Pamoja na matatizo yaliyojitokeza hatujakata tamaa katika juhudi zetu kumjengea uwezo mtoto wa kike. Tunawaahidi wazazi ambao wamekuwa na wasiwasi kuhusu ufadhili wa watoto wao kwamba kazi inaendelea kama kawaida. Hivi sasa wasichana 83 katika shule ya BARBRO na wasichana 20 katika shule ya KAJUMULO wanasoma kwa ufadhili. Tunawahakikishia wasichana wote hawa 103 ambao ni asilimia 13% ya wanafunzi wote 783 tulionao wasiwe na wasiwasi bali kuendelea kusoma kwa bidii. Hakuna binti mwenye ufadhili tayari atakayepoteza nafasi yake katika shule zetu kwa sababu ya tukio hili. Tunachukua nafasi hii kuhimiza michango kutoka kwa wafadhili wengine watakaoguswa na juhudi zetu ili tuweze kuongeza uwezo wa kuwafadhili wahitaji wafikie asilimia 30% tuliyokusudia. Pamoja tuendelee kushirikiana katika kuendeleza elimu na ulezi bora kwa mtoto wa kike. Kama alivyosema Baba wa Taifa Mwalimu Nyerere “Hasa wakati wa shida kukata tamaa ni dhambi”.

14 Desemba 2014 TAARIFA KWA VYOMBO VYA HABARI. Ndugu wanahabari, Kama mjuavyo leo ni siku ya uchaguzi wa serikali za mitaa, vijiji na vitongoji katika taifa letu. Chama chetu cha ACT-Tanzania kimeshiriki uchaguzi huo ukiwa ndio uchaguzi wetu wa kwanza kushiriki tangu chama kipate usajili wa kudumu hapo Mei 5, 2014. Chama kimesimamisha wagombea wapatao 2,202 nchi nzima katika mikoa karibu yote ya Tanzania bara ambayo ndiyo inayoshiriki uchaguzi huo. Wakati zoezi hilo likiendelea wakati huu, kama chama tunapenda kusema yafuatayo kuhusiana na uchaguzi huu:
1. Tunapenda kutoa shukrani zetu za dhati kwa watanzania kwa kutupokea na kutukubali na hata kutuwezesha kupata wagombea 2,202. Si jambo la kawaida kwa kwa chama kilichosajiliwa miezi 7 iliyopita kupata idadi hiyo ya wagombea. Miongoni mwa wagombea hao 2,202 tayari chama chetu kimeshapata ushindi kwa mgombea mmoja aliyepita bila kupingwa. Nafurahi kumtangaza Mwenyekiti wa kwanza wa Serikali ya Kitongoji kupitia ACT-Tanzania ambaye ni ndugu Ndugu Justin Kahonga Mwenyekiti wa Serikali ya Kitongoji cha Songambele , Kijiji cha Masigo katika Kata ya Ilela wilayani Mlele Mkoa wa Katavi. Ahsante wananchi wa Songambele kwa kutufanya wa kwanza katika kitongoji chenu. Tunawaahidi utumishi uliotukuka na tutakuwa karibu na mwenyekiti wetu kumshauri, kumwelekeza na kumsaidia kila panapobidi ili awatumikie vema.
2. Tunapenda kueleza masikitiko yetu kwa jinsi uchaguzi huu unavyoendeshwa na wizara ya TAMISEMI. Kumekuwa na matatizo mengi sana hasa mahali ambapo chama chetu kina nguvu na zaidi sana katika maeneo ambayo kuna wagombea wawili tu yaani wa ACT-Tanzania na CCM. Baadhi ya matatizo tuliyoyashuhudia nchi nzima ni kama ifuatavyo:
i. Uchaguzi kuahirishwa maeneo mbalimbali kwa kisingizio cha kukosekana kwa vifaa vya uchaguzi kama karatasi za kupigia kura, nk, majina ya wagombea kuchanganywa na kadhalika. Mfano katika

wilaya nzima ya Kaliua ambako maeneo mengi wagombea ni wa ACT-Tanzania na CCM tu, uchaguzi umesimama hadi ninapoandika taarifa hii. Maeneo mengi hakuna karatasi za kupigia kura na majina ya wagombea yamechanganywa sana. Jina la Mgombea wa kijiji A linapelekwa Kijiji B. Uchaguzi katika kata ya Vingunguti jimbo la Segerea, wilaya ya Ilala jijini Dar es salaam wilaya ambayo ndipo yalipo makao makuu ya Ofisi ya Waziri Mkuu, wizara ya TAMISEMI, uchaguzi haukufanyika kabisa kwa kisingizio kwamba hakuna karatasi za kupigia kura.
ii. Maeneo mengine majina ya wagombea wa ACT-Tanzania hayakuwepo kabisa kwenye karatasi za kupigia kura. Hilo limetokea wilayani Bukombe, hususan Kata ya Runzewe mashariki, Kijiji cha Ikuzi na vitongoji vya Kigoba A na Burumbonga A. Aidha maeneo mbalimbali ya wilaya ya Busega na Kasulu, Wilaya ya Kondoa Kata ya Kisese kijiji cha Disa, Wilaya ya Geita kata ya Nkome kijiji cha Nkome, wilaya ya Mlele Kata ya Inyonga kijiji cha Inyoga, Wilaya ya Kahama kata ya Nyansubi, mtaa wa Nyansubi, Mtaa wa Kilimo B Kata ya Kishiri, wilaya ya Nyamagana, na maeneo mengine mengi, majina ya wagombea wetu wa uenyekiti na wajumbe hayamo kwenye karatasi za kupigia kura kusababisha uchaguzi kuchelewa kuanza ama kuahirishwa kabisa katika maeneo hayo. Hata hivyo Mtendaji wa Kata ya Nkome wilayani Geita amelazimisha uchaguzi uendelee kwa kutumia karatasi ya kura ambayo haina mgombea wa chama chetu kwa madai kwamba eti atatoa uamuzi baadaye.
iii. Wagombea wetu kutokuwa na nembo ya chama mbele ya majina yao. Hilo limeripotiwa maeneo karibu yote katika wilaya ya Ilemela jijini Mwanza, japo nembo tulishampa mkurugenzi wa halmashauri ya manispaa muda mrefu karibu ya siku ya uchaguzi.
iv. Wafuasi wa chama kimoja kutokeza na mapanga na silaha nyingine za jadi kutaka kuvuruga uchaguzi. Katika Mtaa Ihoga Kata ya Maina wilaya ya Nyamagana, ambako kuna wagombea wawili tu wa ACT-Tanzania na CCM, wafuasi wanaosadikiwa kuwa chama kimoja cha upinzani ambacho mgombea wao alienguliwa kwa pingamizi

wameibuka kwenye kituo cha kupigia kura wakiwa na mapanga na silaha za jadi kwa ajili ya kutaka kuvuruga uchaguzi huo. Tumeripoti kwa mkuu wa polisi wa wilaya na kumtaka kushughulikia tatizo hilo haraka.
Natoa wito kwa wizara ya TAMISEMI kuhakikisha wanawapa maelekezo ya dhati na dharura wasimamizi wote wa uchaguzi kuhakikisha uchaguzi unafuata taratibu. ACT-Tanzania hatutatulia huku tukiona haki yetu ikiminywa kwa kutumia uchaguzi usio huru wala haki. Viongozi wetu wote wa Mikoa, Majimbo, Kata na Matawi wako macho pamoja na wagombea wetu kuhakikisha haki yetu inapatikana.
