Suspicious letter addressed to Obama

(CNN) -- Authorities are interviewing a person in Texas in connection with threatening letters sent to President Barack Obama and New York Mayor Michael Bloomberg that are being tested for ricin, a person with knowledge of the investigation told CNN on Thursday.
Officials on Wednesday intercepted a letter addressed to the president that was similar to letters sent to Bloomberg and a gun-control group he founded.
The off-site facility that screens mail addressed to the White House turned the letter over to the FBI Joint Terrorism Task Force for testing and investigation, U.S. Secret Service spokesman Brian Leary said Thursday.
The letter was addressed to Obama, the Secret Service said.
The letters sent to Bloomberg and his group are suspected of containing a deadly toxin. Preliminary tests indicate ricin was found in the letters, New York Deputy Police Commissioner Paul Browne said Wednesday.

"You will have to kill me and my family before you get my guns," the letters said, a law enforcement official told CNN. "Anyone wants to come to my house will be shot in the face. The right to bear arms is my constitutional God-given right and I will exercise that right 'til the day I die. What's in this letter is nothing compared to what I've got planned for you," the note inside each envelope said, according to the official.
A memo the mayor's office sent to employees Thursday said the envelope sent to Bloomberg "contained a small amount of ricin," which "did not appear to be in a form that could be inhaled or otherwise readily ingested. Touching the envelope or letter should not be a risk."
If inhaled, injected or ingested, less than a pinpoint of ricin can kill a person in 36 to 48 hours by causing failure of the respiratory and circulatory systems. There is no known antidote for the toxin, which is derived from castor beans.
Officials have not said whether any such substance was found in the letter sent to the White House.
The law enforcement official did not know the status of testing on anything found in the letter and did not disclose whether there was a message. But the source said the letter appears similar to the notes sent to Bloomberg and Mayors Against Illegal Guns.
The letter sent to Obama was postmarked in Shreveport, Louisiana, the official said -- just like the letters to Bloomberg and his group, the law enforcement source said.
The person who wrote the letters to Bloomberg and his group threatened anyone who tried to seize the writer's guns would be "shot in the face," a source with knowledge of the letters said Thursday.
New York Police Commissioner Ray Kelly said: "We are assuming that the letters are ... from the same machine or the same computer."
He said there was no signature on the letter sent to New York.
That letter was opened at the city government's mail facility, in a biochemical containment box. The employee who handled the letter has no symptoms of illness, and there's no reason to believe any employees are at risk from being in the building where it was delivered, the mayor's office memo said Thursday.
Bloomberg met with employees at the facility Thursday and "thanked them for their dedication," his office said.
The letter to the mayor's organization was opened by Mark Glaze, director of Mayors Against Illegal Guns, in Washington on Sunday.
Glaze is doing fine, a spokeswoman for the group said Thursday.
Suspected ricin has been included in letters in the past few months sent to Obama and other officials. In April, letters were sent to Obama; Sen. Roger Wicker, R-Mississippi; and Sadie Holland, a judge in Lee County, Mississippi. James Everett Dutschke of Tupelo, Mississippi, has been charged with possession and use of a biological agent in connection with that case.
There haven't been any more ricin-type suspicious letters to lawmakers since the mailing to Wicker, Capitol Police in Washington said. In addition, a reminder was recently sent to lawmakers urging them to be careful at home and in their state offices.
The new letter to Obama is not believed to be related to the Mississippi case, the law enforcement official said.

Executive Secretaries of SADC and ICGLR;
Ladies and Gentlemen:
I thank you Mr. Secretary General and Madam Chairperson for convening this first meeting of the Regional Oversight Mechanism of the Peace, Security and Cooperation Framework for the DRC and Region we signed on February 24th, 2013.  Tanzania welcomes your joint efforts which will go a long way towards ensuring that the objectives of the Framework are implemented to the letter and spirit.
I commend you Secretary General, Ban Ki-moonfor appointing Mrs. Mary Robinson to be your Special Envoy for the Great Lakes Region.  This is a clear testimony of the seriousness that you and the UN attach to attainment of peace and stability in theDRC and the Great Lakes Region.   I have no doubt in my mind that she will add value to the efforts being deployed to find durable peace in the Democratic Republic of the Congo.  I pray that she will use her long experience and renowned diplomatic skills to enable the people of the DRC and the Great Lakes Region realise their long standing dream of a peaceful and stable country and the region.  I assure Madam Robinson my personal commitment as well as my Government’s readiness to work with her in fulfilling her mandate.    
Excellencies;
We all know that the Framework we signed in February this year (2013) provides another importantmilestone in the search for durable peace in the DRC and her neighbours and the region at large.  The launching of the Regional Oversight Mechanism, the establishment of the Technical Support Committee and the creation by the UNSC of the Force Intervention Brigade under MONUSCO are important milestones in these endeavours.  I amconfident, all these measures will go a long way towards bringing about lasting peace in Eastern DRC.  But, the success of these efforts will depend on the genuine commitment and readiness of the parties to see peace reign if they have at heart the belief and desire for peaceful solutions to this long standing conflict which has infected great misery and suffering to millions of innocent people.  Unfortunately, it is the women, children and innocent civilians who suffer the most.  
Excellencies;
It is evident that the barrel of the gun cannot bethe ultimate answer as testified by the recurrence of fighting.  We must deploy serious efforts towards bringing the parties to the negotiating table.  Only the negotiating table will deliver on the demands of all the conflicting parties.  I am hoping that this Mechanism will deploy serious efforts towards initiating comprehensive negotiations. First, let the Regional Oversight Mechanism be a catalyst for completion of the ongoing peace talks in Kampala between the M23 and the government of the DRC.  If these talks are concluded successfully and implemented to the letter and spirit, the first visible manifestation of the conflict will have laid to rest.  But, there are other players, the FDLR and the ADF who should also be engaged and find a peaceful way of making them stop their negative activities against their countries of origin.  
I am of the view that the enlargement of MONUSCO and the deployment of Intervention Brigade to play a dissuading role will not end the war.  Ultimately, and comprehensive and lasting peace will be realised at the negotiating table.  Let us give serious attention to peace talks.  Let the Mechanism support the process in Kampala.  Time has come to reach out to FDLR, ADF and other negative forces with the view to ending the circle of violence.
I also welcome the establishment of a Technical Support Committee to develop benchmarks and ensure day – to – day monitoring and reporting on the implementation of the Framework.  The activities of these processes should be well coordinated to create a synergy and energy that will push the peace agenda of the region to fruition.  
Excellencies;
Once again, I commend the UN Secretary General and the AU Chairperson for supporting theregional Oversight Mechanism and the Technical Support Committee to be established.  I sincerely hope that these two structures will be fully supportedby the region and international stakeholders.  I am confident that through our commitment and support the pursuit of peace negotiations in the DRC, herneighbours and the region will attain the much sought and elusive commodity: namely, peace on its hands.  It can be done.  Let us play our part.

Nao baadhi ya wahitimu wa mafunzo hayo kwa nyakati tofauti wameahidi kuzingatia mafunzo waliyoyapata ili waweze kujiepusha na ajali, wamesema kuwa mafunzo hayo yamewawezesha kuelewa vizuri kanuni na sheria za usalama barabarani.

Katika kikao hicho mkuu wa wilaya ya BUKOBA, Bi. ZIPORAH LION PANGANI pamoja na kusikitishwa na tabia ya baadhi ya wanachama wa chama hicho ya kutaka kukisambaratisha, alikemea pia tabia ya watu wanaojihusisha na biashara ya kuuza kahawa nje ya nchi kwa njia ya  magendo.
 
 
Kwa upande wake meneja mkuu wa  Chama cha Ushirika cha Mkoa wa KAGERA(KCU) ,VEDASTO NGAIZA katika kikao hicho amesema chama hicho kimekusanya asilimia THEMANINI ya MALENGO ya zao la KAHAWA kwa msimu uliopita wa mwaka 2012/2013 .
 
Amesema KCU ilikuwa  ilijiwekea malengo ya kukusanya jumla ya tani ELFU KUMI NA TANO, lakini chama kimekusanya  jumla ya tani ELFU KUMI NA MOJA ikiwa ni asilimia THEMANINI kutokana na baadhi ya changamoto ambazo anazibainisha kuwa ni pamoja  ushindani uliopo wa ununuzi wa kahawa kati ya chama hicho na wanunuzi binafsi wenye mitaji mikubwa.

Australian prime minister says reports of Chinese hacking are 'inaccurate'

(CNN) -- Prime Minister Julia Gillard of Australia has described as "inaccurate" a TV report alleging that several government institutions including the country's main spy agency fell victim to foreign cyberattacks.
The Australian Broadcasting Corporation's investigative program Four Corners reported that hackers, thought to be from China, had breached government agencies including the prime minister's office and cabinet, as well as the departments of foreign affairs and defense.
The most striking element in the report was the allegation that a cyberattack from a server in China stole the blueprints to the new headquarters of the ASIO, Australia's top intelligence organization, including details on the building's security and communications systems, its floor plan and the locations of its servers.
But Gillard sought to play down the TV program's claims.
"There were a number of unsubstantiated allegations of hacking in the Four Corners report as the attorney general has stated," she said, according to CNN affiliate Network Seven. "Neither he or the director general of ASIO intend to comment further on these inaccurate reports."
At a foreign ministry news conference Tuesday, Chinese officials called the report a "baseless accusation."
"Since the attacks are technically untraceable, it's difficult to find the origin of these attacks," said foreign ministry spokesman Hong Lei. "I don't know where does the evidence come from for media to make such reports."
Hong added that cybersecurity is an issue internationally and it calls for a "calm and thorough discussion."
"Making baseless accusation will not help to improve the current situation," he said.
A Pentagon report said China was carrying out the attacks in an effort to extract information from "diplomatic, economic and defense industrial base sectors that support U.S. national defense programs."
At the time, the Chinese Foreign Ministry said China was "firmly against any forms of cyberattacks." Beijing has in the past insisted that China is the victim of cyberattacks, most originating in the United States.

Beijing (CNN) -- The mother of a newborn rescued over the weekend from a toilet pipe in China "deeply regrets what she did," police said Tuesday.
The infant, a baby boy, was saved Saturday in the Chinese city of Jinhua. He remains in the hospital, where he is reported to be in stable condition.
"Local police have found the mother. She deeply regrets what she did. Details of the case are still under investigation," Jinhua police said on the social media website Weibo.
According to a local police officer involved in the case, the mother, whose identity has not been disclosed, says she rushed to the toilet after she began to feel stomach pains and subsequently gave birth to the baby.

"She tried to grab something to help herself because there is too much blood," the police officer said in a video interview Tuesday. "She couldn't hold the baby anymore, and he slides into the sewage through the hole of the toilet."
During questioning, the mother said she never intended for the baby to end up in the toilet, the police officer said in the interview with a local TV channel that was posted on the police's official Weibo account.
She said that after she was unable to retrieve the baby with a stick, she decided to flush the toilet to clear away the blood, according to the officer, whose name and title wasn't provided in the interview.
She then called the landlord, saying she'd heard a strange sound that seemed like a baby and suggested that the landlord and others come to check, the police officer said.
When police arrived at the apartment, they found a pair of pants stained with blood, he said.
Jinhua police didn't respond to a request Wednesday for further information on the case.
Police posted images of the infant at the hospital, showing him sleeping in an incubator and being attended to by various nurses.
Dramatic video of his rescue made global headlines and sparked sympathy.
According to police, one of the firefighters involved visited the baby and sent over clothes, formula powder and diapers.
Someone else sent milk bottles and formula, along with a note that read: "Don't let the baby starve. Let's pray," they said.

AFISA USHIRIKA MAHAKAMANI KWA TUHUMA YA RUSHWA



TAASISI ya  kuzuia na kupambana na rushwa (TAKUKURU) mkoani Kagera  imemfikisha mahakamani  kaimu afisa ushirika wa wilaya ya Misenyi  Bi. Faustina Majala (52) kwa makosa  kumi ya rushwa na kughushi  nyaraka.

Kwa mujibu wa taarifa iliyotolewa kwenye vyombo vya habari na mkuu wa TAKUKURU mkoani Kagera Laulent Ndalichako, mtuhumiwa huyo alifikishwa mbele ya hakimu mfawidhi wa mahakama ya wilaya ya Bukoba  Sylivia Rushasi mei 20, mwaka huu.

Katika taarifa hiyo Ndalichako alisema mtuhumiwa huyo alitenda makosa hayo kati ya mei 26, mwaka 2007 na mei 27, mwaka 2008, alisema mtuhumiwa huyo alitenda makosa ya rushwa na kughushi  kwa kutumia madaraka yake ya ukaimu wa nafasi afisa ushirika wa wilaya ya Bukoba, mjumbe wa mkutano mkuu wa chama cha ushirika Kagera (KCU) na  mkuu wa vyama vya ushirika vya msingi wilayani Bukoba.

Ndalichako alisema TAKUKURU kupitia kwa mwendesha mashtaka wakeRonald Manyiri  ilimsomea pia mtuhumiwa makosa matatu ya kutumia nyaraka kumdanganya mwajiri  wake kinyume na kifungu  cha 22 cha sheria ya kuzuia na kupambana na rushwa .

MTUHUMIWA ALIYEMWIBIA MWAJIRI WAKE AFIKISHWA KIZIMBANI TENA MOHAMED ALI MOHAMED

 Mtuhumiwa wa wizi wa shilingi zaidi ya milioni 500 akiingizwa mahakamani.
 Askari wakimsindikiza mtuhumiwa.


Mfanyakazi kampuni ya mafuta ya ABOOS iliyoko mjini BUKOBA, HAMADI ALI MOHAMED anayetuhumiwa kumuibia mwajili wake RAZA FAZAL zaidi ya milioni MIA TANO ISHIRINI na SITA hatimaye amepata dhamana baada ya wadhamini wake kutimiza masharti ya dhamana.
 
 
Mahakama ya hakimu mfawidhi wa mahakama ya wilaya ya Bukoba awali ilitoa masharti ya dhamana kwa kumtaka mtuhumiwa awe na wadhamini WAWILI ambapo mmoja wa wadhamini awe mtumishi wa serikali na mali isiyoamishika yenye thamani zaidi ya shilingi milioni MIA MBILI NA SITINI NA MBILI na mdhamini wa PILI alitakiwa kuwasilisha mahakamani hati ya nyumba yenye thamani ya kiasi hicho.
 
 
Mtuhumiwa huyo mwenye asili ya kiasia aliyepata dhamana baada ya kusota rumande kwa zaidi ya mwezi mmoja alifika kwa mara nyingine kwenye  mahakama ya wilaya ya BUKOBA majira ya saa TATU na NUSU chini ya ulinzi mkali wa askari polisi waliokuwa wamevaa sare za kipolisi  na wengine wakiwa wamevaa nguo za  kiraia.
 
 
Mshitakiwa huyo kufikishwa mahakamani mbele ya hakimu mfawidhi wa mahakama ya wilaya ya BUKOBA,SYLIVIA LUSHASI, mtuhumiwa hakutakiwa kujibu lolote kufuatia uzito wa kesi inayomkabili, hakimu huyo amesema kesi hiyo itatajwa tena tarehe SITA mwezi JUNI mwaka huu.
 
 
Pamoja na mtuhumiwa huyo kupata dhamana mahakama imemtaka kuwasilisha pasi ya kusafiria pia imemtaka mtuhumiwa huyo kuipa polisi taarifa anapotaka kusafiri toka sehemu moja kwenda nyingine na anatakiwa pia kutosafiri nje ya mkoa wa Kagera.
 
 
 
Mwendesha mashitaka ambaye pia ni wakili wa serikali PAUL KADUSHI akisoma mashitaka yanayomkabili mbele ya hakimu huyo amesema mtuhumiwa anadaiwa kumuibia mwajili zaidi ya shilingi milioni MIA TANO ISHIRINI NA SITA kwa nyakati tofauti kati ya mwezi  JANUARI hadi DESEMBA mwaka 2010.

MKUU WA MKOA KAGERA AZINDUA MASHINDANO YA UMISETA



Wanafunzi Wakiwa Kwenye Maandamano Kuelekea Kwenye Uzinduzi wa Michezo ya UMISSETA Mkoani Kagera

Mkuu wa Mkoa Kagera na Wageni Wengine Wakipokea Maandamano ya Wanamichezo Wanafunzi Chuoni Katoke Wilayani Muleba.


 
Mkuu wa Mkoa wa Kagera Mhe. Kanali Mstaafu Fabiani I. Massawe amezindua rasmi mashindano ya UMISSETA (Umoja wa Michezo Shule za Sekondari Tanzania) mkoani Kagera katika Chuo cha Ualimu Katoke Wilayani Muleba.

Uzinduzi wa mashindano ya UMISSETA mkoani Kagera ni maandalizi ya kushindanisha na kubaini vipaji mbalimbali  katika michezo na kuunda timu ya mkoa wa Kagera itakayokwenda kushriki katika ngazi ya Kanda mpaka taifa.
Mhe. Massawe akizindua michezo hiyo alisistiza wanafunzi hao kuwa na nidhamu wakati wote wa mashindano hayo pia na kucheza kwa mshikamano ili kuonesha vipaji  vyao na kupitia huko waweze kupata ajira kama wanamichezo maarufu wengi walivyo duniani.
Pia Mhe. Massawe aliagiza viongozi wote mkoani Kagera kuipa kipaumbele michezo na aliwaagiza viongozi wote wa kisiasa kuipa sana msukumo mkubwa michezo ili mkoa wa Kagera uweze kutoa vipaji kwa wingi na kutengeneza nafasi za ajira kwa vijana.
Aidha, Mkuu wa Mkoa alitoa rai ya michezo mingine kuangaliwa na kupewa kipaumbele kuliko kuendelea kusistiza aina fulani ya michezo. “Mwaka kesho ningependa kuona michezo ya maigizo, nyimbo na ngoma za kitamaduni , michezo hiyo nayo ipewe kipaumbele.” Alisitiza Mhe. Massawe.
Mashindano ya UMISSETA mkoani Kagera yanashirikisha wanafunzi wa shule za Sekondari kutoka katika Halmashauri za Wilaya za Missenyi, Karagwe, Ngara, Biharamulo, Muleba, Bukoba na Manispaa ya Bukoba.
Jumla ya wanafunzi wa shule za sekondari wanaoshiriki katika mashindano ya UMISSETA mkoani Kagera ni 568, wanafunzi wa kiume 301 na wanafunzi wa kike 267. Wananfunzi hao  wanashiriki michezo ya mpira Wa miguu, mpira wa mikono, riadha, mpira wa wavu, kuruka na kurusha tufe.
